Information Regarding the Detailing of Officers of the
Commissioned Corps of the U.S. Public Health Service

Detail: The placement of an officer of the Commissioned Corps of the U.S. Public Health Service (Corps), whether on a voluntary or involuntary basis, in which the officer is ordered to perform duties in, or for, a non-Department of Health and Human Services (HHS) organization in accordance with
42 U.S.C. § 215 (Section 214 of the PHS Act).
An officer may be detailed to other Federal government departments, State health or mental health authorities, congressional committees, and nonprofit educational, research, or other institutions engaged in health activities for special studies and dissemination of information.

- Secretary approves details to congressional committees, Executive Office of the President (EOP) and for tour of duty immediately prior to separation or retirement as defined by the ASH, unless the officer is detailed under a blanket memorandum of agreement (BMA).
- Assistant Secretary for Health (ASH) approves all other details.
Types of Details

Blanket memorandum of agreement (BMA) means an assignment agreement between the Department and a non-departmental organization that is for either a specific project of undetermined duration or an ongoing departmental mission and covers more than one detailed officer.

Individual memorandum of agreement (IMA) means an assignment between the Department and a non-departmental organization that is for a specific project or predetermined duration and covers the detailed officer.
